November 2020 Annual Meeting (Second Attempt)

Meetings are still being held virtually.

Despite having more than 100 people last time, we couldn't get the 113 household quorum. According to our bylaws, our secondary meeting does not have that same requirement so a vote will happen no matter how many people show.

TL;DR

  • The board informed the community that they had already decided to install LPR technology
    • Residents were told at the April and August meetings that nothing was finalized
      • There was a presentation from the security committee at the August meeting but it was not made clear the board was making their decision at that time
        • Many thought the next action item was the selection of a final proposal that would be presented to the community for further input
    • Money from the snow removal budget is going to be reallocated for the security committee
    • Considering the invasion of privacy and the high annual cost, many felt this warranted a community vote
  • ARC Update:
    • A committee member and their family are moving, so there will be an open townhouse seat to fill on the committee
    • A member submitted an amendment to update the guidelines for single family home fence height from 4ft to 5ft
      • The ARC denied the amendment
      • For the amendment to continue, a majority of homeowners (50% +1) would need to sign a petition that they are in favor of the change
      • Even with signatures, the board has the power to deny the amendment
    • With the pandemic, many families have installed trampolines in their yards to give their families an outlet
      • It was brought up that trampolines were explicitly prohibited in the guidelines
        • Swing sets are allowed as long as an application for exterior alteration is submitted
        • There is research into changing the trampoline guidelines to impose rules similar to the ones that swing sets follow
      • Are there other guidelines that need to be revised? Do our current guidelines align to make our community and quality of life better?
  • Board Seat Election
    • Results
      • Sekeno (29 votes) - Winner!
      • Shalini (19 votes)
      • Jason (5 votes)
      • Kelly (4 votes)
    • Rich mentioned that he believed board members should serve time on committees before serving on the board
      • Committees did not exist when the current board was elected
  • There was a motion to increase the size of the board from 3 to 5
    • This can be accomplished by a majority vote of the Board or a majority vote of the members - quorum is not required
      • Board Vote:
        • Shalini was in favor of increasing
        • Rich was against increasing
        • Vinny abstained from voting
      • This meant that it was up to the membership to vote on the increase
        • While the motion to increase the size keeps coming up, it was again tabled
          • There weren't many people on the call to begin with and many people had signed off after voting on the board seat
          • There was a concern that more community notification was necessary
        • The intention is to discuss this at the meeting of the members in December
    • There was some discussion that participating in a committee could give members a voice to affect change
      • Committees are merely advisers to the 3-person board, the board ultimately makes the final decisions for all 220 homes
